Each year, CGI meets face-to-face with business and IT leaders to hear their views on the trends affecting their organizations. In 2018, we conducted 204 in-person interviews with central and federal government executives to learn more about their top trends and priorities.

Protecting the enterprise takes center stage

For the first time, cybersecurity ranks highest on the list of trends for the central and federal government executives interviewed, showing a significant increase in importance from 2017. Becoming a digital organization to meet increasing citizen expectations follows closely. Third is assuring regulatory compliance, spurred by regulations such as the General Data Protection Regulation (GDPR). Flat budgets and implementing agile solutions round out the 2018 top five trends.

Digital strategies increasing enterprise-wide

Half of central and federal government clients interviewed indicate they have a digital strategy in place, while 23% are starting to build their digital strategy. For those clients with a defined digital transformation strategy, 11% have operationalized their strategy across the enterprise, while 44% are still building or launching an enterprise-wide strategy focused on the internal organization. Only 16% indicate an operationalized strategy that includes their external ecosystem of contractors and partners.

Cultural change continues as top challenge

Cultural change and change management remains a top barrier to digital transformation, with change slowed by technology constraints aligned closely to the challenge to modernize and rationalize applications. While attracting and retaining digital talent experienced a slight decrease, it remains a top challenge to digital maturity for central and federal governments.

Benchmarking internal IT and more

This year, business and IT executives interviewed ranked their satisfaction with their own IT organizations based on 10 key attributes of a world-class IT organization. While central and federal government business leaders consistently assess their level of satisfaction with internal IT slightly below their IT counterparts, certain trends stand out. Specifically, as it relates to alignment with lines of business, the business leaders assessed their satisfaction a full point below their IT counterparts.
