François Boulanger was appointed President and Chief Operating Officer in October 2022. In this role, he oversees CGI’s operations in Canada, U.S. Commercial and State Government, Asia Pacific Global Delivery Centers of Excellence, and Global IP Solutions. Reporting to George Schindler, President & CEO, François is a part of CGI’s Executive Management Committee, which oversees the implementation of the company’s enterprise-wide strategy. In addition, François continues to lead CGI’s Global CIO function, which is responsible for CGI’s digital strategy.

Prior to this appointment, François served as CGI’s Executive Vice-President and Chief Financial Officer from October 2014, where he oversaw the company’s global financial operations. In addition, he led numerous functions that work to fulfill CGI’s high standards of business performance and core value of financial strength, including internal audit, investment management, procurement and real estate. He also led CGI’s investor relations and environmental, social and governance (ESG) strategy and activities worldwide.

From 2006 to 2014, he served as Senior Vice-President and Corporate Controller. Prior to his global financial roles, François served at the operational level as Vice-President and Operations Controller for Québec and as Vice-President and Controller for Europe. He also successfully led a number of major strategic initiatives as Vice-President of Shared Services, including building a shared services organization for finance and laying the foundation for CGI’s PeopleSoft environment.

In addition, François has been actively involved in the integration of various accounting systems of companies that merged with CGI, including IMRGlobal, Cognicase, AMS, Stanley and Logica. Following the merger with Logica in 2012, François and his team played a pivotal role in consolidating several established teams in different countries and consolidating 28 accounting systems into one—all in record time.

François joined CGI in 1998 as Director of Project Accounting, having previously held strategic management roles at several goods and services companies.

He is a Chartered Professional Accountant and holds a Bachelor of Business Administration (BBA) degree from HEC Montréal (1988).
