Each year, CGI meets face-to-face with business and IT leaders to hear their views on the trends affecting their organizations. In 2018, we conducted 144 in-person interviews with state, provincial and local government executives to learn more about their top trends and priorities.

Citizen expectations and cybersecurity are top concerns

Once again this year, transforming the citizen digital experience tops industry trends (94%) for state, provincial and local government executives we interviewed. Notably, cybersecurity rises significantly to the same level at 94%, up from 86% last year. Managing the risk of growing cyber threats and data privacy requirements are key drivers this year, as regulations such as the General Data Protection Regulation (GDPR) are top of mind. Not surprisingly, the third top trend, assuring regulatory compliance, also jumps in importance (78% this year compared to 61% last year).

Digital strategies still in development

Forty-eight percent of state, provincial and local government executives we interviewed say they have a digital strategy in place, while 43% are starting to build such a strategy. For those leaders with a defined digital strategy, 12% have operationalized that strategy across the enterprise focused on the internal organization. Only 6% say they have an operationalized strategy that includes their external ecosystem of contractors and partners

Culture change is top challenge to digital transformation

Cultural change and change management remains the top barrier to digital transformation for this sector, but with greater emphasis, and is again followed by technology constraints, cybersecurity and lack of funding.

This year, business and IT executives interviewed ranked their satisfaction with their own IT organizations based on 10 key attributes of a world-class IT organization. Business leaders interviewed in this sector consistently assess their level of satisfaction above their IT counterparts, compared to the industry average, and sector satisfaction levels are higher than the global average.
