CGI announced the appointment of former U.S. Patent and Trademark Organization (PTO) Chief Information Officer (CIO) John B. Owens II as a Vice-President with CGI Federal’s Emerging Technologies Practice (ETP). Owens will lead ETP’s Solution Development Group, the entity responsible for product development of all CGI Federal intellectual property offerings, including Momentum® and Unify360. In this role, Owens will oversee the continued development of innovative solutions aligned to the federal government’s strategy and designed to enable mission success.

During his tenure at the USPTO, Owens transitioned the agency to a near-paperless operation and stabilized its infrastructure and legacy systems while building next-generation tools and services for USPTO’s examination. He led the agency’s adoption of innovative methods for software development, including Agile and DevOps, which resulted in citizen-centric, user-friendly IT solutions and helped the agency accelerate its reactions to the demands of a rapidly changing technology marketplace.

Prior to becoming USTPO’s CIO in 2008, Owens served as a Senior Technical Director at America’s preeminent internet service provider from 1995 to 2008. Before that, he was a senior software engineer at a major multinational conglomerate working in its Aerospace and E-Systems Division. Owens has been recognized as a “Fed 100” winner by Federal Computer Week magazine.
