The Recovery Accountability and Transparency Board (RATB), formed a decade ago to oversee spending under the American Recovery and Reinvestment Act of 2009, provided a model for addressing today’s challenges related to tracking and oversight of spending under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.  Key achievements of the RATB, including the implementation of cloud-based solutions and the emphasis on data standardization and transparency, foreshadowed the current requirement for the Pandemic Response Accountability Committee (PRAC) and other new agencies.
