Montreal, Quebec, September 7, 2003

The Colorado Department of Health Care Policy and Financing (CDHCPF), which administers the Colorado Medicaid program, has awarded
a contract to CGI for the deployment of an Internet Web application. The Internet Web application will be Colorado's HIPAA-compliant
solution that will replace, as well as improve functionality of, the existing (non-compliant) software used by Colorado Medicaid providers
to file claims. The Internet Web application will provide an easily accessible unified portal to the more than 20,000 Medicaid providers,
and other billing agents submitting HIPAA-compliant transactions and requests. In addition, CGI is contracted to provide added
functionality and capabilities to the existing system to enable Colorado providers to customize information used in claims submission.
The targeted date for activation and implementation of the Internet Web application is October 15, 2003.

What CGI will deliver

CGI's Web-based application will use the Microsoft BizTalk ® Accelerator for HIPAA, a pre-packaged, rules-based tool with adapter
interfaces. The Internet Web application will strategically align the CDHCPF with other statewide activities. The Web application also
will allow CDHCPF to technologically expand and develop as the needs of the Medicaid programs may dictate. CGI was chosen to
receive the contract award based on competitiveness of price while also meeting the scope of required work.
