Two decades of delivering smarter, more connected care for public health programs

Every day, millions of people across the United States rely on Medicare, Medicaid, and the Children’s Health Insurance Program (CHIP) to access care, manage chronic conditions, support aging parents, or navigate unexpected health needs. Behind these moments is a vast digital infrastructure that keeps these programs operating.

For more than two decades, CGI has partnered with the Centers for Medicare & Medicaid Services (CMS) to modernize this infrastructure, building systems that are faster, stronger, and more responsive to the needs of more than 135 million Americans. Our core belief has remained constant: when the system works better, so does care.

A partnership delivering trusted, measurable progress

Our relationship with CMS began in the late 1990s, when public programs were first exploring digital service delivery. Since then, we’ve helped reimagine how federal healthcare can be delivered accurately, transparently and at scale.

Across more than 70 systems, our work has supported nearly every part of CMS operations, including:

  • The evolution of Medicare.gov, CMS.gov and MyMedicare.gov, now delivering more than 500 million page views annually.
  • Modernization of PECOS, strengthening Medicare’s provider enrollment ecosystem.
  • Ongoing support of MARx, ensuring the accurate distribution of $51 billion in monthly payments to Medicare Advantage and Part D plans.
  • Creation of Open Payments, bringing transparency to more than $53 billion in financial relationships between providers and manufacturers.

These systems help millions of people make informed decisions about coverage, providers and care.

Reimagining the nation’s digital front door to healthcare

For many beneficiaries, Medicare begins online, searching for coverage, comparing plans, or understanding benefits. We’ve helped CMS modernize these digital entry points to be faster, more reliable, and more user-friendly. Cloud-based platforms ensure availability during peak periods such as Open Enrollment.

Together, we’ve delivered tools that give beneficiaries clearer information:

  • Quality comparisons for hospitals, nursing homes, and providers
  • The What’s Covered mobile app, delivering information in plain language
  • Secure online premium payments

These enhancements help families navigate their options with confidence.

Smoother enrollment, lighter burden, better decisions

Behind the scenes, enrollment systems have been transformed to make the process more efficient.

Enhanced digital pathways have resulted in the following outcomes:

  • 4.2% growth in online visits
  • 5.5% increase in online enrollment completion
  • Consecutive years of record-setting enrollment

Each improvement reduces administrative burden and ensures beneficiaries receive timely support.

Safeguarding trust through stronger program integrity

Public trust depends on CMS’s ability to oversee billions in federal healthcare spending. CGI has helped strengthen program integrity through advanced analytics, automation and improved data sharing.

These efforts have supported CMS in:

  • Identifying and recovering $4 billion in savings
  • Detecting anomalies faster and more accurately
  • Reducing administrative burdens that can delay care

These safeguards help ensure federal resources reach the people who need them.

Building a cloud foundation for the healthcare system of tomorrow

Some of CMS’s most mission-critical systems, such as MARx and PS&R/STAR, have undergone extensive cloud migrations with CGI, delivering:

  • 75% reductions in processing times
  • Faster, automated deployments
  • Secure, scalable platforms adaptable to policy updates and surges in demand

This foundation strengthens day-to-day operations and equips CMS for continued modernization.

Innovating for the next era of federal healthcare

As healthcare grows more complex, CGI continues to support CMS and other federal, state and local government health agencies explore emerging technologies that make the system more proactive, equitable and responsive.

These efforts include:

  • AI-driven tools that simplify eligibility and enrollment
  • Predictive analytics for smarter resource planning
  • Automated fraud detection
  • Interoperability solutions that improve access to data at the point of care

These innovations pave the way for a more coordinated, patient-centered system.

A partnership that strengthens care for millions

At its core, our work with CMS is about people: the beneficiaries who depend on federal programs, the families navigating complex decisions and the providers delivering care.

With CGI’s support, CMS has:

  • Connected more than 100 million people to reliable digital services
  • Migrated 27 terabytes of prescription drug data to the cloud
  • Supported 3 million providers across more than 1,000 facilities
  • Advanced accuracy, access, and trust across every interaction

Most importantly, this progress helps people receive the care they need when they need it.

As CMS prepares for its next chapter of modernization, we remain committed to building systems that empower beneficiaries, strengthen program integrity, and support a healthier future for individuals, families, and communities across the nation.
