CGI Group Inc., (TSX: GIB.A) (NYSE: GIB), a leading provider of information technology and business process services, is pleased to announce its selection by the Union des Groupements d’Achat Public (UGAP), the only general public procurement agency in France, to provide information technology consulting services to the public sector in France, including the national government, territorial communities and hospital sector. The €9 million agreement, which is country-wide and includes purchase orders, is for a period of 36 months, with a 12-month renewal option.
“This agreement is an endorsement of our capability to effectively support the French government, territorial communities and hospital sector,” noted Jean-Marc Lazzari, President of CGI in France. “More than ever, we are involved in contributing to public sector projects that aim to deliver better service to citizens while reducing public spending.”
Two mechanisms have been presented by UGAP in its efforts to provide public sector clients with a comprehensive offer that responds to the needs and operations of the IS departments in territorial communities and State administrations (and their delegated operators):
- Predefined fixed-rate services, with UGAP guaranteeing expertise adapted to the project complexity. For this mechanism, UGAP will notably rely on CGI, which was selected in the category of information technology consulting services (“AMOA”).
- Customized projects, with UGAP enabling the client to obtain the best solution for its specifications. CGI, one of the firms retained for this market, is listed in five of the six multi-company categories of the framework agreement: 1) IS consulting; 2) IS opportunity studies and project specifications, 3) Software configuration, IS integration and maintenance; 4) Custom software application development and maintenance; 6) Change management and software training.
CGI has proven expertise in consulting services, business organization and processes, information systems integration, outsourcing and maintenance, and change management and training. Its work within the public sector in France includes the development and implementation of the Opendata portal, the e-Megalis shared archiving platform, a digital work environment (Environnement Numérique de Travail) for high schools in the Paris and Rhône-Alpes regions, and the Centre Pompidou Virtuel Web site. CGI has also contributed to the unique human resources information system used by the French Department of Defense and has conducted a number of key projects for public agencies and bodies in France.
UGAP is the only general public procurement agency in France whose role and procedures are defined by Le Code des marches publics (French government procurement rules). Its clients are primarily the State, territorial communities and hospital sector. UGAP leverages public procurement pooling policies and also acts as a link for other public policies, notably sustainable development and the facilitation of access to SMEs working on behalf of a public entity.
