U.S. Navy equipment requires regular attention to maintain optimal readiness. Regular maintenance, along with repairs, upgrades and refinements when applicable, is a continual need. However, in a globe-spanning high-tech environment like the Navy, that work is complex and can be difficult to track.

Official maintenance systems don’t always reflect what maintainers are experiencing on the ground. While system reports provide seemingly useful information, such as maintenance status or parts requests, the dashboard can contain gaps and inaccuracies that are invisible to leaders but painfully clear to the people performing the work.

If maintenance workers are relying on tools outside of the official system of record, such as an email chain, a whiteboard or phone calls to check on the status of needed parts, there is a problem. 

These workarounds are often treated as local habits or temporary inefficiencies. In reality, they may be some of the clearest indicators of where the enterprise lacks usable visibility.

Deciphering workaround clues

The workarounds teams rely on often reveal deeper systemic weaknesses. Examples: 

  • Alert notes and free-text comments instead of structured delay documentation suggest there may be fields needed in the official forms to adequately capture the reality maintainers face.
  • Manual logs, whiteboards or spreadsheets indicate the official system might be too slow or inaccessible for real-time operations.
  • Parallel notetaking to track tasks and parts shortages could show login friction or downtime blocking timely updates in the record of authority.

Workarounds are not the root problem. They are the workforce’s adaptive response to operational friction, an example of the service member’s ingenuity in action.

Readiness friction begins with the first loss of time

The typical measures of an asset’s readiness are focused on outcomes, such as mission-capable rates, downtime, parts availability and maintenance completion. Those measures are important, but they often describe the impact after the delay has already occurred.

Maintainers experience delays well before the official system has captured and reported them. Items may show green on the dashboard while the maintainers are trying to account for ordered parts that haven’t arrived, finding misplaced inventory items or figuring out who is responsible for a necessary task. 

In each case, the dashboard may be technically accurate within the limits of the data it receives, but not operationally complete. That distinction matters. Leaders need to know whether the dashboard data reflects actual conditions.

Handoffs reveal the real integration problem

In most cases, asset sustainment does not occur within one organization. A single component might be touched by maintenance, supply, engineering, contracting, transportation, program offices, depots and industry partners on its way to its final use. The greatest delays may occur between functions rather than within any one of them.

Handing off tasks efficiently, however, requires a clear chain of responsibility that everyone knows. Who owns the next action? Who resolves a discrepancy? Failing to provide clear pathways results in confusion and lost time.

Listen before automating

Artificial intelligence, advanced analytics and modern decision-support tools can help reduce maintenance and sustainment friction. But they should not be introduced before leaders understand the problem that the workforce is already solving.

The fastest way to understand the gaps is for leaders to talk to the maintenance crews. Ask them:

  • What workarounds are they using?
  • For which segments of their work?
  • Why does the official system not meet their needs? 

These conversations would help leadership identify the friction points where people are compensating for incomplete visibility, which is the necessary first step toward a solution. The enterprise does not need to eliminate every spreadsheet or whiteboard simply because it is unofficial. Some local tools may serve legitimate operational purposes. However, leaders need to understand why they exist. 

When the same workaround appears across multiple organizations or maintenance activities, it may indicate an enterprise-level weakness. Recurring local solutions can reveal missing data, unclear ownership, ineffective workflows or gaps in decision support that leadership cannot see through formal reporting alone.

That insight can help the enterprise distinguish between isolated inconvenience and systemic readiness friction.

Every unofficial tracker created, repeated phone call, and manual reconciliation represents time that could have been spent maintaining equipment and ensuring readiness.

The fastest path to better readiness may not begin with a new technology requirement. It may begin by listening to the people who already know exactly where the time is being lost.
