Tony Gorris has over 26 years of Performance Based Contract Administration (PBCA) experience, dating back to when the program first went live. As Vice-President, Consulting Delivery for CGI Federal, Tony is responsible for an operational staff of over 125 people and for delivering services for six Business Process Services contracts across six distinct jurisdictions. These outsourcing contracts provide PBCA of HUD multifamily project-based Section 8 contracts and cover a portfolio of approximately 3,400 contracts and 300,000 units. Responsibilities include contract renewals, rent adjustments, subsidy payments (approximately $5 billion annually), on-site compliance reviews and tenant concerns.
Tony holds a bachelor’s degree in political science from the University of Dayton and a joint Juris Doctor and Master of Public Administration from Cleveland-Marshall College of Law and the Levin College of Public Administration at Cleveland State University.
