Louisa Lo leads the Commerce and Transportation Sector within the Civilian Business Unit at CGI Federal, a wholly owned U.S. operating subsidiary of CGI Inc., which serves CGI’s clients throughout the U.S. federal government.

Ms. Lo is responsible for delivering innovative, mission-focused technology solutions to agencies including the Department of Transportation, the Federal Aviation Administration, and the Department of Commerce. Her role includes strategic planning, business development, and full sector-wide profit-and-loss accountability.

With more than 25 years of experience, Ms. Lo is a results-driven IT executive known for solving complex challenges through digital modernization, agile and DevSecOps adoption, and scalable data solutions. She has a proven track record of leading high-performing teams that deliver measurable outcomes, from improving operational efficiency to advancing long-term agency missions. Her collaborative leadership style fosters strong partnerships across government and industry.

Ms. Lo earned a Bachelor of Science in business administration and information decision systems from Carnegie Mellon University, graduating with university and college honors. She is a certified Project Management Professional, Certified ScrumMaster, and SAFe®  Agilist. She is also a member of the American Council for Technology–Industry Advisory Council, the Professional Services Council, the Air Traffic Control Association, the Aero Club of Washington, D.C., and the American Public Transportation Association.
