Jennifer Wilkinson leads the Global Services Program within CGI Federal’s International Affairs business unit. The GSS program with an annual revenue of over $90M, covers 65+ countries across Asia, the Pacific, Middle East, and Europe. The program manages 7 task orders with over 300 CGI partners and subcontractors and over 100 vendors in 70 countries collecting over $5M in consular fees annually. The GSS team manages call centers, websites, banking, document delivery, staffing, and facility services in complex areas of the world including India, China, and Ukraine.
Jennifer has experience leading multi-country operations, and service delivery internationally. She has proven success in managing large-scale teams, optimizing cross-functional workflows, and ensuring client satisfaction in government contracting environments. She is recognized for strong leadership, analytical problem-solving, and the ability to streamline complex processes while maintaining operational excellence. Her project management experience includes definition and management of project scope, schedule, and budget, tracking, and reporting on budget and costs, and management of staff contracts, and subcontractors.
Jennifer has a Master’s in Business Administration from the University of Maryland RH Smith School of Business. She also earned a Bachelor of Arts in French from Skidmore College. Jennifer is a certified Project Management Professional and is proficient in French and Spanish.
