Following a competitive procurement process, CGI has been selected by HM Land Registry (HMLR) to deliver a four-year programme, worth up to £14 million supporting the transformation of one of the UK's most important national data assets.

HMLR maintains one of the UK's most significant public datasets, with more than 27 million registered land titles covering over 90% of the land mass of England and Wales. Its Strategy 2025+ and complementary Data Strategy set an ambitious course: faster, clearer property transactions, higher-quality public data and modern digital services for citizens, government and the wider economy.

Delivered in partnership with geospatial specialist Envitia, the programme will transform paper and scanned land and property records into trusted, connected digital data. This will improve access to ownership information, rights, restrictions and boundary data. It will also support housing delivery, planning reform, conveyancing and wider public services.

CGI will provide programme leadership, governance, transformation expertise and long-term operational support. Envitia will contribute specialist capabilities in geospatial data, interoperability and land and property information management. The partnership will also support HMLR's data strategy by improving data quality and supporting the responsible adoption of AI, helping create a trusted national data foundation for future digital services.
