Joe Bolser is a Pre-Sales and Capture Lead in CGI's UK Public Safety and Central Government business, where he helps shape complex digital programmes and strategic growth opportunities across government. He works with account teams, technical specialists and partners to translate client priorities into coherent, deliverable and commercially sustainable propositions.

Joe has more than 15 years of experience in public sector and regulated markets, spanning capture planning, commercial strategy, product management, supplier ecosystems and executive stakeholder engagement. At CGI, he has supported major pursuits across policing, justice, borders, identity, data and citizen-facing digital services, including acting as a Capture Coach on significant opportunities.

Before joining CGI, Joe held senior roles at TransUnion, formerly Callcredit, including Head of Product Management, Executive Innovations Lead and Head of Public Sector Market Development and Strategy. He built and grew public sector business lines, developed data-led propositions and helped organisations apply trusted data, analytics and fraud insight to improve decisions and outcomes. Joe is Shipley-qualified in capture planning and proposal management.
