CGI have designed and implemented a transparent and scalable claim management service for the Infected Blood Compensation Authority (IBCA) to deliver the Infected Blood Compensation Scheme. As part of the service delivered, CGI created a critical Identity Verification (IDV) solution built around two complementary routes: digital verification via GOV.UK One Login and supported digital identity verification for non-digital users.
The IDV solution is providing a flexible and inclusive capability that has enabled IBCA to securely verify people making their claim and release compensation payments with confidence. It is the first of its kind to align with the UK Government’s GPG45 Good Practice Guidelines for identity proving and authentication at a ‘High Confidence’ standard, building the foundations for broader identity verification management capabilities across UK Government.

The Infected Blood Compensation Authority (IBCA) is an independent arms-length body that was established by the UK Government’s Cabinet Office to deliver the Infected Blood Compensation Scheme – one of the most extensive public sector compensation programmes in UK history. This scheme provides financial compensation to people infected and affected through contaminated blood, in response to the Infected Blood Inquiry.
In September of 2024, CGI were engaged with IBCA as Cabinet Office’s Strategic Delivery Partner to design and deliver a transparent and scalable claim management service capable of bringing compensation payments to those impacted in an efficient manner, while maintaining the highest standards of assurance, security and experience for those making their claim.
Identity Verification
As part of the service delivered, CGI created a critical Identity Verification (IDV) solution that enabled IBCA to securely verify people making their claim and release compensation payments with confidence. Using Government Digital Service (GDS) standards, a solution was designed and delivered that aligns to the UK Government’s GPG45 Good Practice Guidelines for identity proving and authentication. The IBCA IDV service combines the GOV.UK One Login digital IDV service with a supported digital identity verification route that enables identity to be confirmed to ‘High Confidence’ standards while supporting people with varying levels of digital confidence, digital exclusion or other vulnerabilities to make claims.
