Helene Drainville

Hélène Drainville, Delegate General, Québec Government

Hélène Drainville is Québec’s Delegate General in Brussels, representing the Québec government in Belgium, Luxembourg, the Netherlands, and to the European Union. Appointed in 2025, she leads Québec’s diplomatic, economic, and cultural engagement across Europe. With her strong international perspective and collaborative approach, she fosters strategic partnerships between governments, organizations, and networks.

With over 25 years of experience in international relations, public service, and media, Hélène has held senior roles within Québec’s Ministry of International Relations. She also led major youth mobility organizations, including the Office Québec-Monde pour la jeunesse. She is widely recognized for her work advancing international cooperation and strengthening Francophone partnerships.

Patrick Hendrickx

Patrick Hendrickx, Senior Vice President and Managing Director, CGI Belgium

Patrick Hendrickx is Senior Vice President and Managing Director of CGI Belgium, where he leads the company’s operations and growth across the Belgian market. Since taking on this role in 2023, he has been responsible for delivering CGI’s end-to-end IT and business consulting services to clients across both the public and private sectors. With a strong focus on execution and client impact, he drives innovation and long-term value creation in a rapidly evolving digital landscape.

He brings over two decades of leadership experience in the technology and consulting industry. Prior to joining CGI, Patrick held senior roles at Atos, Agfa Healthcare, and Telindus, where he built extensive expertise in managed services, digital transformation, and public sector engagement at both national and European levels.

Patrick Hendrickx

Jurian van Elsen, Business Consultant at CGI in The Netherlands

Jurian van Elsen helps organizations turn digital ambition into practical, scalable outcomes. As a Business Consultant at CGI, he works at the intersection of digital strategy and innovation, advising organizations on how to navigate an increasingly complex digital landscape.

His current work focuses on responsible AI adoption and the design of sustainable digital architectures that strengthen this adoption. Moreover, Jurian focuses on building the digital sovereignty and autonomy portfolio for CGI in the Netherlands. His vision is not to guide clients toward a single fixed decision, but to advise clients on how to expand their freedom of choice, with the goal to reinforce long-term independence.
