ilionx and CGI (NYSE: GIB) (TSX: GIB.A) have jointly been named partner on the Ministry of Justice & Security, COA and RIVM framework, strengthening their position on the government market. The four year term framework, which was tendered on a European level and has an estimated value of up to €150 million, makes it possible for these government parties to transfer their projects to their IT partners in a more targeted and faster manner, so that the results of the digitization assignments are implemented more quickly.
Agile teams at the core of delivery
The ilionx and CGI partnership scored very well on the deployment of Agile teams. CGI and ilionx’s abilities in implementing agile methods and delivering support and assessment in this area were greatly valued by the Implementation Centre EZK, the specialized department for government procurement. In addition, the speed and productivity of CGI and ilionx teams was also highly appreciated by the assessment committee.
Outcome-based contracts for custom applications
The contracts have an obligation to deliver a predetermined result. These are customised applications that roughly consist of “management and maintenance”, which is limited to technical application management, and “development and construction”, which comprises activities such as programming, parameterization, installation and roll-out. This involves not only new construction but also the further development of existing customized applications. Other activities include providing advice and performing impact analyses and audits.
Jos Kuijlenburg, Branch Director Zwolle at ilionx: "We are proud that the ilionx and CGI combination is successful again. Last year, we already jointly won the tender for result-driven assignments at various ministries, such as VWS and Defence, as well as the SVB. We feel at home with both central and decentralized government and look forward to developing and maintaining relevant and future-proof applications for the Ministry of Justice & Security, COA and RIVM. At the same time, this cooperation offers the opportunity to use our knowledge and experience in impact analyses, architecture studies and technical advice."
Wilco Riemersma, Senior Vice President Consulting Services, Government at CGI: "We have been providing services to the Ministry of Justice & Security, COA and RIVM for decades. Awarding this framework agreement gives us the opportunity to take result responsibility for projects and services in addition to providing capacity. It reinforces our confidence that we are seen by the government as a true IT partner in the field of digitalization. Because of our in-depth knowledge of both government and digitization, work on existing and new customized applications is right up our street. We look forward to a successful deepening of our cooperation with both the Ministry of J&V, COA and RIVM and ilionx."
The five contractors in the framework agreement are Ordina, Atos/Eviden, Caesar Accounts, Capgemini and the combination ilionx and CGI.
