Michelle Holland is a senior public sector leader with extensive experience in municipal government, governance, sustainability, digital transformation and emerging technologies. As a Municipal Government leader with CGI’s public sector practice, she advises municipalities and public sector organizations on strategy, modernization, cybersecurity governance, responsible AI adoption and service transformation. Michelle works closely with municipal leaders across Canada to help strengthen organizational resilience, cyber preparedness, governance frameworks and public trust in an increasingly complex digital environment. Her work focuses on the intersection of leadership, risk management, technology and public sector accountability.

Prior to joining CGI, Michelle was a Toronto City Councillor for nearly a decade and served as the City’s chief advocate for technology and innovation. She championed major city-building initiatives related to smart cities, digital transformation, procurement modernization, climate action, resilience and public sector innovation, helping position Toronto as a global leader in urban innovation and sustainability.

Michelle is also part of the leadership team for CGI Canada’s ESG Council, supporting initiatives focused on sustainability, environmental stewardship, community impact and responsible corporate leadership. Her work bridges governance, sustainability, cybersecurity and emerging technologies to help build resilient, future-ready communities.
