Experience across the state

Department of Child Support Services (DCSS)

Working with DCSS and the California Franchise Tax Board (FTB), IBM (prime), Accenture and CGI designed, built and implemented the largest automated statewide child support system in existence today. CGI, in collaboration with DCSS, led the transition of 10,000 users in 58 local agencies to the new system. CGI successfully converted county data with a 99.999% success rate, led the change management activities with county users, provided onsite user support, and ensured minimal interruption to daily activity. The project received the American Society for Public Administration's 2009 Intergovernmental Cooperation Award. The system saves the State over $200 million annually in penalties, and secured a federal rebate of over $190 million. The new system's performance indicators will greatly assist California with obtaining additional federal funding for future projects.

California Department of Transportation (CalTrans)

CalTrans collaborated with CGI to replace its aging financial systems with CGI Advantage® Financial Management and infoAdvantage data warehouse products, and enterprise application integration architecture to support integration of 75 systems. The comprehensive solution helps CalTrans manage its $14 billion+ budget, improving operational efficiency, accountability and access to information.

Department of Health Care Services (DHCS)

DHCS chose CGI to staff the California Medicaid Management Information System (CA-MMIS) Project's Enterprise Project Management Office (EPMO) and to manage the Quality Management organization. CGI manages testing through its Sacramento-based testing center. CA-MMIS processes 200 million claim lines annually and disburses approximately $42 billion to more than 135,000 providers. CGI uses its QA Analytics Suite to monitor anomalies and detect processing errors.

Department of Social Services (CDSS)

CDSS has chosen CGI to provide a number of statewide services, the largest of which is maintenance and operations services for the Case Management Information and Payrolling System (CMIPS). CMIPS allows case workers to manage home services and enables payment to providers of In-Home Supportive Services (IHSS), Waiver Personal Care Services (WPCS) and Home and Community-Based (HCB) services. CGI will deploy innovations that streamline and improve services and provide new self-service abilities for providers and recipients. Improvements include CGI's cloud-based Managed Advantage Payrolling system, improved business intelligence, enhanced reporting and infrastructure services, and many other innovations. In addition, CGI provides implementation services for the California’s child welfare and electronic women, infants and children (eWIC) projects.

Franchise Tax Board (FTB)

FTB chose CGI for its Enterprise Data-to-Revenue (EDR) Project to improve revenue collection, reduce taxpayer intrusion and enhance customer service. EDR’s mission-critical, highly available technology is an industry-leading platform designed to expand the use of data and significantly improve tax return processing, resulting in better service to taxpayers. CGI was awarded the Center for Digital Government (CDG) Best Fit Integrator Performance and Modernization Award for the project. The ground-breaking, multi-program engagement was structured to pay 100% of project costs from a percentage of increased collections annually. EDR benefits are estimated at $1 billion annually. FTB also chose CGI to provide maintenance & operations services for the Enterprise Data-to-Revenue (EDR) Project, including implementing key change requests.

Office of Systems Integration (OSI)

The OSI and the California Health and Human Service (CHHS) Agency chose CGI to be part of the team selected to provide services for the Electronic Benefit Transfer (EBT) Statewide Automated Reconciliation System (SARS) Project. The solution required the design, development and implementation of an internet-based solution allowing counties and the State to monitor EBT fund movements and to identify potential discrepancies. Since implementation, SARS has had a number of system extensions including welfare fraud detection and reporting, archiving EBT financial reports with web access provisions, month-end federal financial reporting, and capturing/reporting financial activity to assist in billing verification. CGI is providing the Project Management Office (PMO), some Sacramento-based project staff, and implementation and support services from three other state-located offices.

Los Angeles County

Every year since 2005, the CGI-developed, county-wide ERP initiative for Los Angeles County has had successful, on-time, on-budget implementations. 

Orange County

A client for over two decades, Orange County utilizes CGI Advantage web-based enterprise resource planning solution for Financial Management, Procurement, HRM, Payroll and Budgeting. 

Monterey County

Monterey County uses CGI Advantage ERP for financial management, procurement, fixed assets, human resources management, payroll and budgeting. 

City of San Diego

CGI provides application development and maintenance services for hundreds of San Diego’s software applications spanning 50 departments.
