Toni Townes-Whitley - Chief Operating Officer and Senior Vice President, CGI Federal
Toni Townes-Whitley serves as chief operating officer at CGI Federal, a wholly-owned U.S. operating subsidiary of CGI Group, Inc., which serves CGI’s clients across civilian, defense and intelligence sectors of the U.S. Federal Government.
As chief operating officer, Ms. Townes-Whitley oversees the more than $1 billion CGI Federal operation and is responsible for driving the company’s growth and profitability, as well as enterprise risk management. In conjunction, she serves as business unit manager for CGI Federal’s Civilian Agency Programs, or CAP. As BU manager, she manages personnel across the U.S. and more than 60 countries who deliver multiple information technology services to more than 20 civilian agencies.
Prior to joining CGI, Ms. Townes-Whitley served in multiple leadership roles at Unisys Corporation. As managing partner of the global public sector, she oversaw the systems integration business across North America, United Kingdom, Continental Europe and Asia-Pacific regions. Prior to this role she led a more than $200 million profit and loss for the North American financial, transportation and telecommunications industries as well as the state and local group. Ms. Townes- Whitley was promoted to partner as a result of her growth of the Unisys Federal Civilian group—500 percent revenue growth and doubled profitability in four years.
Ms. Townes-Whitley is a recognized information technology leader, currently serving on the Tech America Board, Industry Advisory Council Executive Advisory Board, and the Public Sector and Partnership Shared Services Roundtable. She is a former president and board member of Women in Technology, and is a co-founder of the Leadership Foundry– an organization enabling executive women to secure board director positions. As a board member of the United Way, National Capital Area, and supporter of the Women’s Center of Northern Virginia, Ms. Townes-Whitley leverages her experience to impact the broader community.
As writer and presenter on topics of innovation and transformation, Ms. Townes- Whitley has presented to such organizations as the Minority Enterprise Executive Council, IAC, Association of Government Accountants, General Dynamics, Massachusetts Institute of Technology, Princeton University, New York University, Working Mother and PINK magazines.
Ms. Townes-Whitley is a former Peace Corps volunteer and a graduate of Princeton University’s Woodrow Wilson School. She has certifications in asset management and corporate financial management from Wharton Executive Education, New York University and the Performance Management Institute.
