Annually, CGI leaders around the world meet face-to-face with business and IT executives to gather their perspectives on the trends affecting their enterprises, including business and IT priorities, IT spending and investment plans. In 2019, we conducted in-person interviews with 64 client executives in defense and intelligence who cite IT modernization as their top trend and IT priority and cybersecurity as the top business priority, with getting better insight from data about security threats, and increasing collaboration within and among agencies, rising in importance.

IT modernization becomes the most impactful trend

The three most impactful trends cited by defense and intelligence executives this year are similar to last year, but with a change in order. This year, executives cite the combination of IT modernization and cloud solutions as the most impactful trend, slightly more so than protecting through cybersecurity, which is second.

Becoming a digital organization remains the third most impactful trend, followed by assuring regulatory compliance and changes in procurement models.

In 2018, the top trend was protecting through cybersecurity, followed by the combination of IT modernization and cloud solutions, becoming digital to meet customer and citizen expectations, decreasing or flat budgets, and focusing on information superiority.

Key findings

Digital strategies increasing, but results are taking time

Eighty-six percent of defense and intelligence leaders interviewed indicate they have a defined digital transformation strategy at some level in place. Of these, 44% have a defined strategy for the enterprise, while 8% are extending such strategies to their external ecosystems. However, for those with enterprise strategies, just 10% are producing results.

Cultural change and change management is the top challenge

Cultural change and change management, cybersecurity, lack of budget/talent, and technology constraints continue as top challenges to digital transformation in this sector, with greater emphasis this year.

This year we asked defense and intelligence executives to share how they are using cloud-based solutions. Nearly one-fourth use them for their own organization, and 30% use them for both their own organization and citizens/customers, for a total of 54%. Additionally, they indicated how their organization’s cloud usage is divided between private, public and hybrid clouds (as shown in the above chart).  When asked if their agency has mechanisms in place to locate where key data assets are stored in the cloud, 24% report they do not have clarity on this question.

For the second year, business and IT executives interviewed ranked their satisfaction with their own IT organizations based on the 10 key attributes of a world-class IT organization. Overall, satisfaction with internal IT is low, at an average level of 6.9 out of 10.
