The Office of Domestic Operations, (CA/VO/DO) has an opening for three Visa Specialist positions in the CA/VO/DO FOIA team.
The Consular Affairs (CA) Visa Office (VO) Domestic Operations (DO) is responsible for planning and support for a wide range of VO-wide issues, including program planning (e.g. Bureau Strategic Plan), contracting, human resources, budget and special projects, and VO administration. The office manages CA/VO's domestic processing activities, oversees operations at the National Visa Center (NVC), the Kentucky Consular Center (KCC), and the Remote Processing Unit (RPU), and manages CA/VO contracts. The office also manages the processing of all FOIA inquiries related to the Visa Office. The VO/DO includes seven components: CA/VO/DO/NVC, CA/VO/DO/KCC, CA/VO/DO/I, CA/VO/DO/W, CA/VO/DO/DL (which includes the RPU), and the DO management team.
Your future duties and responsibilities
• Assist the VO FOIA Liaison Officer in supervising, coordinating, and ensuring the efficiency and efficacy of the VO FOIA team.
• Act as a liaison with other visa-related DOS bureaus and USG agencies, such as:
o Bureau of Administration, especially its Information Program Services (IPS) Division.
o The Department of Homeland Security (DHS) and component agencies such as United States Citizenship and Immigration Services (USCIS),
• Assist in the administration of CA/VO/L/A’s functions by:
Processing of Direct Cases:
o Processing cases from receipt of request through final response,
o Receives FOIA request cases from IPS, enters requests into an internal tracking system; assigns cases to team members; reviews team members' completed cases and records to ensure team members are correctly identifying, releasing, or withholding responsive information under the provisions of the FOIA, the INA, the Privacy Act, and EO 12356,
o Reviewing processed case documents and responses from team members completion, making corrections as needed,
o Researching, coordinating and preparing documentation for and responses to FOIA/PA requests,
o Analyzing sensitive documents and reconciling conflicting opinions concerning its suitability for public disclosure,
o Making determinations on whether information should be disclosed to the public,
o The processing, scanning and uploading of records to the agency’s FOIA domain for public release,
o Training Visa Assistants and newly hired FOIA team members,
o Preparing weekly workload and other reports regarding team output or progress,
o Recommending to management procedures for implementing the FOIA policy and the development of programs required by the FOIA for public access to information from the Visa Office,
o Preparing, editing and drafting correspondence; providing insight into matters involving significant or controversial issues,
o Maintaining working knowledge of records management program which includes records inventories, retention schedules, filing systems, filing equipment, micrographic applications and records management techniques,
o Processing interim responses and sending referrals to other CA components for responsive records not maintained by the Visa Office, and
o Correctly identifying and properly handling sensitive, classified, and personally identifiable information in accordance with Department guidelines.
o Performing quantitative and qualitative data gathering,
o Preparing weekly statistical reports, briefings and other correspondence as required,
o Monitoring the FOIA Inbox and the CA-VO-L-A Distribution List for new incoming requests, litigation requests/holds, inquiries from the public and agency consultations and determine their priorities,
o Entering new cases on the tracker and assign cases to the contract team staff, and
o Assisting the FOIA Team lead contractor with the processing and handling of litigation and appeals requests and perform other duties as needed.
Other Duties, as assigned:
o Performing other related duties as assigned by the supervisor or other CA/VO managers and be generally available to support various CA/VO operations and missions.
Required qualifications to be successful in this role
**Active Secret Clearance Required**
The position requires someone with excellent customer service skills who is able to effectively and politely interface with everyone from high-ranking public officials to the general public. The position also requires strong, clear verbal and written communication skills.
The incumbent must have strong organizational skills, accurate and strict attention to detail, be proficient at data entry with a low error rate, and have good electronic filing and file retrieval skills.
He or she must have experience creating, storing, and updating documents with the full suite of Microsoft Office products: MS Word, MS Power Point, MS SharePoint, MS Excel, and MS Outlook. The incumbent must be able to quickly learn and comfortably operate new electronic systems.
The incumbent must also be able to work independently as well as effectively interact with personnel at all levels as a member of a team.
