Protecting victims of Domestic Abuse through better management of Non-Molestation Orders

CGI and our partners are holding a seminar to hear about the innovative use of police technology and effective partnership working, that offers improved protection for the victims of Domestic Abuse.

Speakers will include representatives from North Yorkshire Police, the Independent Domestic Abuse Services, Edge Hill University, CGI, and senior representatives from the Civil and Criminal Justice System.

North Yorkshire Police, as well as policing nationally, has seen a continued increase of domestic abuse reports. For each report there is a victim and family who needs support and protection from further harm. 2020 saw a record number of domestic violence remedy orders being granted and this number will continue to grow.

In late 2020, North Yorkshire Police and partners began a pilot seeking to improve the effectiveness of non-molestation orders. The pilot was designed to enhance the policing response to the victims of abuse where non-molestation orders were in place and improve the support they receive from both police and partners.

In August 2021 in response to a Super complaint the HMICFRS published their report ‘‘A duty to protect. Police use of protective measures in cases involving violence against women and girls’.  This report stated that 'there needs to be better data collection on the use of protective orders and research conducted on what works.' They consider the Government's commitment in its Tackling Violence Against Women and Girls Strategy, 'to improve data, and in turn improve understanding, of these crimes, should include a clear focus on the data relating to use of the protective orders that can be used to improve the safety of vulnerable people'.

The North Yorkshire Police pilot has created a local registry of non-molestation orders and introduced the effective use of national police IT assets to automatically monitor people who are subject of non-molestation orders.

This seminar will present the journey, to deliver the pilot and the operational benefits, and we hope that the outcomes of the pilot can be replicated for other forces, partner agencies and types of protective orders. We will discuss and workshop how we can collectively work to improve outcomes for victims and survivors of domestic abuse as identified in the HMICFRS report.
