The American Recovery and Reinvestment Act (ARRA) is an unprecedented government effort designed to jumpstart the U.S. economy and create or save millions of jobs. With ARRA’s passage, states and localities are now working to submit proposals for “shovel-ready” projects that could be funded by the Act.
