On his first day in office, President Obama signed the Memorandum on Transparency and Open Government, seeking to reshape the relationship between citizens and government. In the Memorandum, he requested that a directive be issued to address the steps agencies needed to take for using technology to address three principles: Transparency, Participation, and Collaboration.

The Open Government Directive was released in December 2009, instructing agencies to take action on four key areas:

  1. Publish Government Information Online
  2. Improve the Quality of Government Information
  3. Create and Institutionalize a Culture of Open Government
  4. Create an Enabling Policy Framework for Open Government
