CGI Advantage Collections: Increase Government Revenues

In difficult financial times, solutions that increase government revenues without increasing taxes deserve close attention.  Additionally, solutions that are self-funding are extremely enticing and need to be given a thorough review.

CGI Advantage Collections is a comprehensive collections solution that has consistently provided an increase of 10-45% more revenue through a combination of technology and enhanced business processes. CGI Advantage Collections is integrated with CGI Advantage to provide a seamless exchange from the ERP to collections operations and provide robust functionality throughout the lifecycle of the account.  In addition, our “benefits-funded approach” is designed to minimize or even eliminate upfront investment prior to achieving the revenue increases. Using this approach, CGI agrees to be paid out of a portion of the increase in collections, allowing our clients to defer these costs and spread the upfront costs over a period of years.

DELIVERING BUILT-FOR-GOVERNMENT IT SOLUTIONS THAT CAN PAY FOR THEMSELVES

CGI Advantage Collections is a flexible, rules-based collection system that has pioneered the use of automated collections workflows and the consolidation of collecting on multiple debt types as a single account. For example, the handling of unemployment insurance, vendor overpayments, court fines, motor vehicle fines and fees, and other debts are easily supported as a single case within the same platform.  The complete delinquent debt portfolio is managed within the system according to table-driven business rules.  CGI Advantage Collections recognizes individual case characteristics and risk scores, and through business rules moves the case flexibly through the collections lifecycle.  This is much more than a traditional pre-defined collection treatment stream.  Through the workflow rules, which are maintained by business users, cases move flexibly between work queues as needed based on changes in the account.

Some guiding principles unique to the collection of government debt that have been incorporated into CGI Advantage Collections include:

• Support for complex debt and debtor relationships:  Allows for an unlimited number of debtors (individuals or businesses) to be associated within a single case.  The functionality includes support for a single debt with multiple liable owners, and a single debtor who owes part or all of the debts from a variety of sources.
• Support for multiple debt types: Supports the collection of any Government debt, and is not tied to specific debt types.  CGI Advantage Collections supports the association of multiple debt types and individual debts within a single case.  CGI Advantage Collections has the capability to capture and maintain the individual details associated with each debt, and roll up the information to both the debt type and case level.
• Taxpayer self-service:  Supports numerous taxpayer self-service initiatives in several public sector collection departments using both the Internet and touch-tone telephone to allow taxpayers to check their balance and set up a payment agreement. 
• Support for the legal action lifecycle: Provides robust functionality devoted to the generation and processing of legal actions including liens, levies or license hold processing.
• Support for managing the Collection Agency Process:  Supports the entire Collection Agency Lifecycle from identification that a case is eligible for agency assignment and assignment to a specific agency to the management of the recall process.  CGI Advantage Collections also supports the performance reporting typically found with collection agency management, as well as secondary and tertiary placements.

CGI has implemented CGI Advantage Collections in over 20 public sector clients with great success.  A couple of recent implementations include the Commonwealth of Virginia and State of North Carolina.  These two benefits-funded projects have produced $231 Million and $165 Million in certified additional benefits, respectively. To date, CGI has implemented 11 benefits funded projects that have produced over $2.0 Billion in certified additional collections for our clients.  These benefits continue to accrue on a monthly basis and since our clients paid a fixed price for these projects, they retain all additional revenues, as the fixed price has long since been paid.
