CGI Federal Momentum® solution helps USAID meet federal government requirements for financial management best practices

Created in 1961 by President John F. Kennedy under the Foreign Assistance Act, the U.S. Agency for International Development (USAID) furthers America’s foreign policy interests in expanding democracy while improving the lives of citizens in developing nations around the world.

The Challenge
USAID is headquartered in Washington, D.C. and operates internationally from nearly 80 field offices or “missions” across the globe. With its many missions operating on different accounting systems, USAID struggled to perform timely and accurate tracking and reporting on its spending and financial obligations. It needed a reliable accounting and worldwide financial management system that met new federal standards for reporting to Congress.

How CGI Helped
CGI Federal implemented the Momentum® Federal Financials solution as the basis for the Agency’s new, worldwide system. CGI Federal’s Client Partnership Management Framework (CPMF) supported the complicated logistical planning required to achieve a tightly orchestrated three-stage rollout on time and on budget. The international scope of the project also required consideration of multiple languages and cultural practices, operations in multiple time zones, and network and application performance variations in a wide range of networking environments.

Results
With Momentum in place, USAID’s entire financial operation today runs on a single, corporate system, providing real-time, online access and worldwide financial information reporting. CGI Federal provided training on the system to overseas users and supports nearly 1,500 users in 50 locations on five continents. For the first time, the Agency is able to:

  • Meet all its financial obligations and federal reporting requirements
  • Consolidate its mission-based financial staff and activities into centralized locations
  • Adapt quickly to match new reporting lines and organizational configuration
