Human Terrain System (HTS) Opportunities

Human Terrain System (HTS) recruits,
trains and deploys an embedded, operationally focused socio-cultural capability
from Brigade & Regimental Combat Teams—through Division to Theater. The Human Terrain Teams (HTTs) conduct operationally relevant, socio-cultural
research and analysis while developing and maintaining a socio-cultural
knowledge base that supports operational decision-making, enhances operational
effectiveness, and preserves and shares socio-cultural institutional knowledge.
The HTS concept is to attach HTTs to deployed BCTs/RCTs, Divisions, and Corps/Theaters,
and support them with a CONUS-based, Reach-Back Research Center (RRC). The HTS
uses empirical socio-cultural research and analysis to fill a large operational
decision-making support gap. This research provides current, accurate, and
reliable data generated by on-the-ground research on the specific social groups
in the supported unit’s operating environment.
This human terrain knowledge provides a socio-cultural foundation for staff support for the Commander’s Military Decision Making Process (MDMP), both in planning and execution. It also enables a more effective rotation of forces through the creation and maintenance of an enduring, socio-cultural knowledge base.
